Section 24
Not To Hold Without Entrusting Responsibility
(1) Except in the following circumstance, no Employee may be held without entrusting the responsibility of post to him or her for a period exceeding two months:
(a) Where the Employee is on a long leave,
(b) Where the Employee is suspended,
(c) Where the Employee has to be retained in the lien post due to his or her deputation elsewhere.
(2) If any Employee is held without entrusting the responsibility of post to him or her in contravention of sub-section
(1), the office-bearer with obligation to entrust the responsibility to and get such Employee to serve shall be subjected to departmental action.
